Consultative Services
Practical Innovations International (PII) provides consultative management, organization and business improvement services. Our expert advice, guidance, and assistance enable government agencies to improve their performance, quality, timeliness, and efficiency throughout their organizations. We conduct studies, perform analyses, and document findings, observations and recommendations. We provide a wide range of assistance and guidance to agencies that include but are not limited to the following management, organization and business improvement concerns:
Strategic Planning and Management. PII promotes a four-phase life-cycle management approach for strategic planning. In phase one, PII assists the organization in developing its vision statement, mission statement, and strategic goals. In phase two, PII assists the organization in completing a strategy-to-task analysis, documenting the key actions to be accomplished and the action success criteria for measuring each strategic goal. Phase two also includes PII assisting the organization in identifying key stakeholders and establishing a sensible stakeholder review and organization feedback schedule (with a 12, 18 or 24 month anniversary). In phase three, the organization executes the review and feedback schedule. On the agreed upon anniversary, phase four is executed, including evaluation and revision of vision statement, mission statement and strategic goals and appropriate feedback to the organization. While phases three and four can be accomplished by the organization without PII, we recommend using PII’s assistance in all four phases of the first cycle.
Business Practices and Process. What would make your organization a world-class business operation? PII has the experience and staff to assist an organization in doing benchmark research and analysis. We have experience developing innovative contracting approaches and solutions and can assist in implementing simple funds management processes that will avoid difficulties with expiring funds and canceled year funds problems and will ease contract closeout actions. We can also assist and help an organization develop a “Strategic Rhythm.” This tool models the key events repeated on the annual budget submission cycle. Use of this tool, enables the organization to be mindful of the order and timing of events to ensure accomplishment of a thorough budget input. In government acquisition reform path-finding and implementation. Combined, our staff has direct experience in programs such as the Space Based Infrared Satellite System program, the Evolved Expendable Launch Vehicle program, and the AWACS Modernization and Sustainment Support program. We can assist in developing streamlined Request for Proposals, streamlined acquisition documentation such as Single Acquisition Management Plans, developing a Statement of Objective, and minimizing contract data delivery requirements.
Acquisition Strategy Planning. Preparing an Acquisition Strategy Panel briefing is an arduous task. The task becomes overwhelming when effective planning and accomplishment of key activities are not accomplished properly or in a timely manner. Requirements definition and risk management planning are two key elements of the briefing essential to developing a well planned and effective acquisition strategy and contract structure. Requirements and risks are the two drivers, which if not well defined and stabilized, can contribute to a poor acquisition strategy, schedule delays, and program cost growth. PII’s staff can assist in early upfront planning to ensure thorough briefing preparation and development of a schedule that can be executed to meet the set contract award date. PII’s staff can also aid in baselining program requirements and determining risks and risk mitigation plans.
Effective Source Selection Planning and Execution. Where does source selection activity begin and where does it end? A source selection has four principal phases. It starts with planning and coordination, next is the evaluation itself, third is preparing and presenting the decision brief, and last is conducting debriefs and documenting lessons learned. Planning for a source selection, developing source selection documentation, and obtaining source selection planning and document approval are all resource (manpower and time) intensive activities. Defining effective streamlined criteria depends on a good understanding of technical requirements, program risks, and how relevant past performance can factor into the decision. PII staff has extensive experience in source selection planning, documentation preparation, execution, decision briefing preparation and presentation, and the final debrief to non-selected offerors. With PII’s assistance, the organization can avoid source selection preparation and execution pitfalls resulting in reduced cycle time.
Implementation of Acquisition Reform Initiatives and Other Directives. PII staff is highly knowledgeable in defining and implementing innovative management streamlining initiatives. Prior firsthand experience establishing a congressionally directed Air Force dual-use space launch grant program, aiding in the transition of launch operation responsibility from one Air Force Command to a new Air Force Command, and establishing a commercial space agreement that enables commercial space launch providers to use military launch ranges reflects PII’s ability to help establish effective programs, improve organizational operations, and aid in the effective transition and acceptance of organization responsibility. Government organizations must continually adapt to changing requirements, new directives to undertake unchartered efforts, and new business streamlining initiatives. Facilitation Services
Agencies bringing together diverse teams and/or groups with common and divergent interests may require a neutral party to assist them by moderating the dynamics of group interaction and facilitating the group in accomplishing its objectives. Practical Innovations International (PII) provides a full range of facilitation services that allows the group to be more effective and efficient and maximize its productivity within the time scheduled. PII’s facilitation services include but are not limited to the following:
Meeting Planning and Preparation. Our staff can accomplish all administrative and logistics requirements to free the customer of these burdens and to ensure that all required accommodations, supplies and amenities are available and scheduled to maximize effectiveness of the meeting. PII can prepare and distribute meeting notifications and advance preparation material. If the host agency does not have onsite facilities to support the meeting, PII can arrange for suitable meeting rooms and lodging arrangements. PII can arrange special event activities facilitate teambuilding and strengthening working relationships.
Facilitating and meeting support. Important decisions and major activities involve input and coordination from many groups. The ability to accomplish quick and effective actions depends on how well all parties interact and collaborate. Even in a group situation in which there is no discord among any of the members, a team can still benefit from using a neutral facilitator to moderate naturally occurring impediments of group dynamics. Using a host of different techniques, we can help a team accomplish its objectives with maximum effectiveness and efficiency. As the meeting’s gatekeeper, the facilitator can ensure equitable participation by moderating domination by one or two individuals and drawing in participation of less vocal individuals. The best decisions are made when evaluating inputs from as many sources as possible. By following an appropriate methodology, the facilitator can guide a group and keep it focused on completing a step-by-step process to achieve resolution or other meeting objectives. In addition to facilitating responsibility, PII staff can provide administrative assistance. This assistance includes recording meeting discussions, preparing the members’ presentation materials, and accomplishing important administrative support tasks that allow the members to remain fully focused on the meeting. PII’s facilitation and meeting support will enable a team to more effectively and efficiently accomplish its management, organization, or business improvement undertaking.
Program Management Integration and Program Management Services
Practical Innovations International’s (PII) staff has firsthand experience as government program managers and key functional managers. This relevant experience enables the company to provide quality assistance and guidance to government project teams that helps them become high-performance entities. We can assist teams in program management integration, specific program management tasks, or program oversight services. We can provide a wide range of assistance and guidance to agencies that include but are not limited to the following program management integration, program management, and program oversight activities:
Integrated Product Team Management and Operations Plan. PII can guide a team in developing an Integrated Product Team (IPT) management and operations concept. This framework will enable the team to achieve effective insight through use of specific tools, processes and reliance on contractor information instead of government dictated contract data. Further, by accomplishing this plan, members will understand team expectations, commitments, and roles and responsibilities. Through the well-defined responsibilities of each member as an individual/functional contributor and the responsibilities an individual member bears directly, the team will operate at maximum efficiency, resulting in reduced cycle time and cost savings.
Project Planning and Execution. A program manager or team can be outfitted with a program manager’s tool kit. However, unless the team understands how to use a tool and what the tool can provide insight to, it has little value. Often, program managers do not realize easy advance insight can be obtained and how critical it is to enable maximum use of active year funds. With PII’s assistance, teams can be armed with effective tools, understand how the information gained though its use should be used, and learn when information should be obtained, analyzed and acted on. Within the category of execution tasks for DoD programs is completion of annual Contractor Performance Assessment Reports (CPAR). Unless anticipated and planned for, accomplishment of a CPAR becomes an afterthought and a hurried, unproductive effort. PII can assist a team in developing an easily administered, ongoing documentation and feedback routine. The team and contractor will both benefit by ongoing feedback so that the contractor will continue to perform well in areas the Government finds merit and have the earliest opportunity to improve its performance in any area the government deems marginal. The ongoing documentation of performance will facilitate completion of the annual CPAR and the final product will include information previously shared with the contractor. Therefore, no surprise information should be contained in the assessment.
Program Management. An acquisition program is a long-duration, complex activity comprised of interrelated tasks. Its management involves multifunctional efforts focused on cost, schedule and technical performance. Before entering any acquisition life-cycle phase, a program team is faced with planning a multitude of strategic, business development and source selection details. Once the program is underway, the team then focuses on program execution involving continuous evaluation of cost, schedule and technical progress. During the execution phase a team is also typically responsible for reporting program progress to higher management levels. PII staff is highly experienced in government program management and can provide assistance and support creating more effective and efficient program management. PII can assist lean government program management teams by aiding in the accomplishment of non inherently-government functions. Such assistance would include preparing acquisition documentation, facilitating the management team in planning and accomplishing an acquisition strategy, and supporting the team in preparing and executing a progress surveillance plan. This assistance would result in the program team effectively meeting increasing management challenges of reduced manpower, compressed timelines and constrained budget.
Program Oversight. PII is fully knowledgeable of Federal and DoD program oversight legislation, regulations, and requirements. We have extensive experience operating under the DoD-5000 series acquisition policies and regulations and are intimately familiar with the reporting and documentation requirements they establish. With practical experience as Pentagon action officers, several staff members have firsthand experience with congressional staff reporting, responding to congressional inquiries, and preparing impact statements and appeals to DoD or Military Department budget decisions. Qualification: An individual with a Masters Degree and 30+ years experience in major aerospace systems development, production or operations. Experience includes major positions of responsibility managing development, production or operations organizations on US government development or operational systems. Individuals are recognized experts, regularly interface with U.S Government civilian, military and defense industry executives and participate on senior level panels and commissions.
Senior Consultant. Provides information, analytical services and advice to facilitate an agency’s management, organization or business improvement efforts. Applies a broad skill-set to analyze, assess, plan, design and implement improvements. Facilitates a project team’s strategic or program acquisition planning, understanding of government policy and pending legislation, implementation of acquisition reform, business or risk analysis, completion of evaluations and documenting lessons learned. Qualification: An individual with a Masters Degree and 20+ years experience in major aerospace systems development, production or operations. Experience includes major positions of responsibility managing development, production or operations organizations on US government development or operational systems.
Associate Consultant. Provides information, analytical services and advice to facilitate an agency’s management, organization or business improvement efforts. Applies a broad skill-set to analyze, assess, plan, design and implement improvements. Facilitates a project team’s strategic or program acquisition planning, understanding of government policy and pending legislation, business or risk analysis, completion of evaluations and documenting lessons learned. Leads and organizes tasks to complete program documentation. Leads and facilitates project-team business practice improvement campaigns. Supports metric development, implementation of new business practice and follow-up evaluation. Qualification: An individual with a Masters Degree and 20+ years experience in major aerospace systems development, production or operations. Experience includes major positions of responsibility managing development, production or operations organizations on US government development or operational systems.
Business Consultant. Provides specialized analytical services and advice to facilitate an agency’s management, organization or business improvement efforts. Individuals are subject matter/area experts in technical disciplines, cost analyses/cost engineering, funds management, and local and governmental environmental compliance. Individuals augment project teams providing expertise and required support to resolve issues. Provided services also include evaluation of remote point-to-point and multiple party telecommunication improvement opportunities, recommend alternative solutions, design of solutions and overseeing implementation of selected solutions. Qualification: An individual with a Bachelors Degree and 10-20 years experience within their expertise domain.
Staff Consultant. Supports project team requirements to facilitate management, organization and business improvement. Performs research and analysis of technical, programmatic, environmental issues. Recommends potential alternatives for implementation. Organizes, arranges, and coordinates major program reviews. Qualification: An individual with a Bachelors Degree and 2-10 years experience.
Research Analyst. Supports project team requirements to facilitate management, organization and business improvement. Rapidly accumulates and synthesizes data in useable information formats to accelerate project team efforts. Provides useful outlines, bibliographies, and synopses of information. Qualification: An individual has 3 years experience.
Operations Administrator. Manages all operations and office administrative requirements. The individual will be proficient in use of office automation to include Microsoft Word, PowerPoint, and Excel. The individual will be able to perform basic research, receive technical inputs, assemble information and prepare first draft documents or briefing slides. The individual will manage archiving or data to ensure ease of retrieval. The individual will oversee and perform general office support, to include executive secretarial support and office setup and relocation management. Qualification: Associates degree or business training certifications, demonstrated proficiency with Microsoft applications and 5 years experience.
Assistant Administrator. The individual performs all assigned general office tasks. The individual is proficient in Microsoft Word, PowerPoint, and Excel, and assists in putting edited documents into final form. Supports consulting staff in preparing correspondence, reports, presentations and other documentation. Assists in copying, faxing, e-mailing, arranging for meeting facilities and sets-up and operates audiovisual equipment. The individual is able to plan domestic and overseas travel for individuals or groups. Qualification: Business training certifications and one-year experience.
