Strategic Planning for Technology Programs/Activities

 

Practical Innovations International provides strategic planning for technology programs and activities as a part of its Professional Engineering Services. Our expert team supports government agencies to evaluate reengineered business processes and business enterprise systems that support major acquisition program execution.  PII supports senior leadership with strategic planning, process development, proposal development/evaluation; training to engineering teams for major integrated baseline reviews, development of engineering estimates; and development of program plans and execution management processes. Strategic planning includes such activities as development of acquisition strategy documents, Capability Development Document analyses, draft RFP development, Statement of Objectives for ACAT-1 programs; acquisition training to major program offices; analysis of product-oriented program execution organizations by Work Breakdown Structure; support to program risk reduction activities; Mil-Std 1521 design review support; review of the deployment of validated warfighter requirements to RFPs (e.g., compliance documents, specifications); review of System Engineering Plans and Test and Evaluation Master Plans; review of Statements of Objectives and Statements of Work.  Source selection planning includes development of Source Selection Plans, source selection team training; advice to source selection team leadership; analysis of offeror proposals, development of evaluation documentation, and support to presentation to source selection decision makers.

 System Design, Engineering and Integration

 

Practical Innovations International provides system design, engineering and integration as a part of its Professional Engineering Services. Activities include consulting; IMP/IMS training; development/evaluation of corporate systems engineering management processes; development and evaluation of corporate configuration management processes; review and evaluation of test plans/procedures; development, test, and demonstration of business enterprise systems. In addition, PII develops internal processes for engineering management such as Engineering Review Boards, Configuration Control Boards, and Risk Management Boards.  PII assists with the evaluation and tailoring of SOW development/test/management compliance docs; training of engineering managers for program execution; review of requirements documents, review of the planning for and results of technology demonstrations; review of Mil-Std-1521 design review documents, and review stakeholder comments on test and integration programs.  PII also assists with the review of subcontract management plans and program execution budgets.  During source selections, PII assists with the review of management and cost props; with the evaluation of proposals and discussions with Offerors; and with the coordination between the technical & cost evaluation of proposals.

Acquisition and Life Cycle Management

 

Practical Innovations International provides acquisition and life cycle management as a part of its Professional Engineering Services. This includes program management support; development and evaluation and training on corporate financial management processes and estimating manuals; feasibility analysis of corporate wide use, logistics planning and operational requirements determination; policy/standards/procedures development; and implementation support. PII provides senior Acquisition Gray Beard advice to senior leaders from program office to agency level, program execution planning; budget and cost execution management; technical and management support to contracting personnel, such as input to contract modifications and post award contract administrative clean up and development and implementation of award fee and incentive plans. PII provides acquisition management training to engineering staff; interfaces with external review teams, higher headquarters, and other agencies for major milestone review preparations; develops concepts for major risk reduction and capability maturation efforts under major system contracts; and supports development of program requirements for operations and support. For source selection provides advice and training for the evaluation team, develops plans and schedules; briefings and evaluation reports. Develops continuing strategies and implementation plans for follow on blocks of major systems.

Minimum Education/Certification Level /Minimum Years of Experience: Senior executive professionals who provide advice on corporate or command level planning, enterprise engineering and manufacturing strategies, legislative initiatives, business strategies, and interactions with the most senior levels of the Executive Branch, U.S. Government Agencies, Congressional members and staff, and industry executives. 

 

Qualification:  An individual with a post graduate degree and 25 years experience including executive positions in the U.S. Government or industry, directing the efforts of major government organizations or sectors of major industrial firms. Individuals are recognized leaders, trusted advisors, or members of Boards of Directors of medium to major corporations.

 

Senior Advisor

Minimum Education/Certification Level /Minimum Years of Experience: Senior executive professional or subject matter experts who provide specialized analytical services and advice on enterprise level planning, systems engineering, program management, manufacturing, business processes, government policy, or legislation to facilitate enterprise level implementation.  Qualification:  An individual with a post graduate degree and 25 years experience including managing multiple US Government or industry major aerospace systems development, production, operations or support programs.  Individuals are recognized experts, regularly interface with U.S. Government civilian, military and defense industry senior executives, and participate on senior level panels, advisory boards, or commissions.

 

 

Technical Advisor

Minimum Education/Certification Level /Minimum Years of Experience: Senior professional or subject matter experts who provide specialized analytical services and advice on program planning, systems engineering, program management, manufacturing, business processes, government policy, or legislation to facilitate program implementation.  Qualification: An individual with a post-graduate degree and 20 years experience managing major elements of aerospace systems development, production, operations, or support programs. Individuals are recognized experts, regularly interface with U.S. Government civilian, military and defense industry executives and participate on senior level panels or advisory boards.

 

 

 

Senior Consultant

Minimum Education/Certification Level /Minimum Years of Experience:  Senior engineering or program management subject matter expert able to independently develop technical requirements or program plans for the execution of major aerospace systems programs. Applies broad skill-sets to develop or review and improve analyses, assessments, plans, processes, designs, and test documentation, and identify risks and develop risk mitigation plans. Facilitates strategic or program acquisition planning and implementation of policy. Performs evaluations of program level problems and progress, documents lessons learned, and develops process improvements.  Qualification:  An individual with a Bachelors Degree and 20 years experience in senior positions of responsibility managing development, production or operations organizations on U.S. Government or industry development, test, or operational systems. 

 

Business Consultant

Minimum Education/Certification Level /Minimum Years of Experience:  Individuals are subject matter experts in engineering, engineering management, budget and cost management, cost analyses, cost-schedule- requirements trade analyses, program schedule development and management, earned value management, or risk management on major system programs.  Individuals augment project teams providing expertise and required support to resolve issues.  Provided services also include recommending alternative solutions, design of solutions and overseeing implementation of selected solutions. Provides specialized analytical services and advice to facilitate an agency’s management, organization or business improvement efforts. Qualification: An individual with a Bachelors Degree and 10 years experience within their expertise domain.

 

 

Government Procurement Specialist

Minimum Education/Certification Level /Minimum Years of Experience: Supports RFP / proposal development or creation of management plans and policies required by Government customers. Provides budget, finance and program control systems services.   At least 6 years experience in government acquisition, sustainment, operations and maintenance programs and has a bachelor’s degree
